I’ve received an offer to build a waste bank mobile application.
The issue is that admin users want to log in via a laptop to make data input easier, while customers (waste bank users) should only access the system via a mobile app.

My questions are:

1. Is it possible to build a hybrid solution?

2. Or should I focus only on a mobile app (Android)?
