OpenAI API now requires pre-paid credits

@ssadvisor I think that's a better billing method for API users. You can choose a budget and not go past it.

@husein that depends on if you are warned when nearing within $X of your budgeted amount. Automation software can help I suppose especially if OpenAI API has account management builtin; I haven't looked.

@ssadvisor It's a good thing for anyone using the API for personal projects, however, in the case when your business is based on the API it should have some kind of email warning before the budget runs out, true.
