Can't get Tiktoken to work

@Hasan, I have tried to help @Butch-Berry with his issue giving many different methods to get this installed. He has not had any luck with any method. Do you have any suggestions? I'll try to put together everything I've suggested and respond again with that.

@butch-berry I got your emails, just to make sure I understood, it is the tiktoken module not being loaded?

@admin not being installed. Using the standard 'pip install tiktoken' it's trying to build the wheel and can't find the necessary tools to do that. I had researched other possible ways to install it which is what the emails were about.
